Well, if we're asking to increase the amount of actions, please also consider increasing the number of actions for "Adjust track FX parameter xx (MIDI CC/OSC only)", and for "Toolbar: Press active toolbar button xx". Both only go as high up as 16, and really need to be quadrupled, at least. The order of Cmd IDs associated with actions is going to look a bit more messy, though. Which is why I have doubts about your proposal: if the user can configure the number of such actions, is that going to affect the reliability of their Cmd IDs?

Arguably, WALTER needs a total makeover, and should then be renamed WENDY. ;) (We'll make up some suitable acronym along the way, for sure.)
